Everyone accused of a crime is legally presumed to be innocent until they are convicted, either by being proved guilty at a trial or by pleading guilty before trial. This means that it is the prosecutor who has to convince the jury that the defendant is guilty and must provide proof of guilt beyond a reasonable doubt. The defendant has the right to remain silent and that silence cannot be used against him or her. When a House/and or Senate bill has been amended by Committee of the Whole, it is engrossed by the body of origin.
Members can vote to amend the bill, and after amendments are dispensed with, the bill is given its third reading before the vote of the full body is taken. The House also has a Fiscal Calendar, on which the chair of the House Ways and Means Committee or House Taxes Committee can call up for consideration any tax or finance bill that has had a second reading. It is at third reading that the bill is ready for debate and the final vote on passage of the bill is taken.
The Bill Is Voted On
After perfection and reprinting, the bill goes on the calendar for third reading and final passage. When the bill is reached in the order of business any member may speak for or against its passage but no further amendments of a substantive nature can be offered. All bills appropriating money are sent to the House Appropriations Committee, or to the Senate Finance Committee, either as an initial step, or after favorable floor action on bills sent to other committees. The Appropriations or Finance Committee then goes through the same procedure of a public hearing an a committee report. The drafted bill is first given to the Clerk of the Senate or House – to whichever body the sponsor belongs. The bill is introduced when the House adopts a motion referring to bills by number only, in accordance with the list in the possession of the Clerk.

At each step of the process bills being sent between the two houses are accompanied by messages that are read across the desk so members, follow the progress of their bills. After all required signatures are obtained bills are transmitted to the Governor for final action (Governor signature, veto, law without signature). PLUS programs are designed for students interested in applying to law school and are targeted at, but not restricted to, students facing structural or systemic barriers to legal education. Transfer applicants must be in good standing at a law school that is both a member of the American Association of Law Schools (AALS) and approved by the American Bar Association (ABA).
